Apartment bldg. floods after water turned off, pipes stolen

(13WHAM) Rochester, N.Y. - More than a dozen city residents were flooded out of their apartment building Sunday at a complex on Pullman Avenue.

Sources tell 13WHAM the water department turned off the water because the landlord did not pay the water bill.

Then, according to Red Cross workers, a thief stole pipes out of the building, causing it to flood.

Thirteen adults and four children cannot live in their apartments for now, and are being helped by the Red Cross.
