The Rochester Area Community Foundation's advocacy arm, ACT Rochester, is out with its report cards for nine area counties.
The organization says all nine are peforming better than the state average in Education and Housing, eight are performing better in Children and Youth and the Economy, and seven are performing better in Health and Financial Self-Sufficiency.
But In Community Engagement all nine counties lag the state as a whole. And in many areas where the counties are ahead, they are losing their edge. While Monroe County residents have the area's largest average salary, 21 percent of the county's children live poverty.
